Hi, my understanding is that the role will need to be applied via a user account that already has thesn_hr_core.admin IEyou need to login (not impersonate) a user with thesn_hr_core.admin role and should then have the ability to reapply the role to your admin user - to make it easy may need to give thesn_hr_core.admin user 'admin' rights first.

If you are still having issues and it is a commerciallysupported instance, you can always log a support request with ServiceNow and ask them to apply the role to your admin user.

If a scoped app role is removed from admin without assigning that role to atleast one user, then there is no way to add that role again and only ServiceNow support can do by logging in via maint account.
